Background: The colonial origins of schooling and the implications these
origins have on leadership is missing from educational leadership literature. Indeed little has been published on decolonizing and indigenous ways of leading schools. Purpose: In this article, we synthesize the literature on indigenous, decolonizing education leadership values and practices across national and international spaces that have been informed to various degrees by colonial models of schooling. Methodology: Through a review of the research and keywords including colonialism, educational leadership, indigenous communities, and decolonization, we identify two overarching themes. Findings: First, we found that the literature revealed a critique of the way in which Westernized Eurocentric schooling serves as a tool of imperialism, colonization, and control in the education of Indigenous peoples. Second, we discovered that the literature provided unique, but overlapping worldviews that situate the values and approaches enacted by Indigenous leaders throughout the globe. Within this second theme, we identify five strands of an Indigenous, Decolonizing School Leadership (IDSL) framework that can contribute to the development and reflection of school leadership scholars and practitioners. Specifically, we found that the five consistent and identifiable strands across IDSL include prioritizing Indigenous ancestral knowledge, enacting self-reflection and self-determination, connecting with and empowering the community, altruism, and spirituality as expressed through servant leadership, and inclusive communication practices.
Conclusion: Based on the identified worldviews and values, we conclude by offering insights on the structure and policy of post-colonial schooling, as well as implications for the theory, research and practice needed to reclaim the co-opted contributions of Indigenous leaders in ways that decenter Western colonial approaches to leadership.

This is an age-old question.  Its origins is in the idea of the good society that has long been the object of philosophical and political debate. So, specifically we can ask, what sort of education does a vision of the good society demand?  And how should schools be organised to lay a foundation for the realisation of this vision?

The Coalition Government’s ‘Green Paper’ (DfE, 2011) proposes a systemic overhaul of services for pupils with Special Educational Needs in England, with increased parental choice of provision, and “sharper accountability” (p. 67) in schools. Deadlines for various stages of this reform have not been met, and its final nature remains uncertain. This article reveals SENCOs’ insights into their changing role in this turbulent policy context. This is achieved through the thematic analysis of 227 responses to an ‘open-ended’ question in the national SENCO Survey 2012. Findings from this sample indicate that SENCOs predict schools in England will become more inclusive, with greater shared responsibility for achievement for all, and SENCOs’ increased involvement in staff training and other whole school capacity-building activities. Respondents predict a greater partnership with parents, for whom they will provide advice and links to other services. They foresee their reduced involvement in direct teaching, and an intensification of their work in other ways, especially in terms of paperwork associated with pupil tracking and other accountability measures. These changes are anticipated against a backdrop of resource cuts, requiring SENCOs to show increasing self-reliance and imagination.

Empirical research has described how school leaders with social justice orientations investigate, understand, and address issues related to marginalization. These studies detail many of the heroic efforts of principals and their dedication, persistence, and skill. Theoretical and empirical writings have often presented social justice leadership as a “cure-all” to inequities rather than politically situated leadership orientation that in its practice is dilemma-laden. This article draws upon previous research on effective leadership as well as highlighting key aspects related to special educational policy in U.S. public schools to cultivate a more in-depth understanding of the practice of social justice leadership for inclusion. This analysis is presented to prompt a more in-depth and practice-oriented discussion, analysis, and understanding of the challenges associated with social justice leadership. Recommendations for future research and a more community-oriented and activist approach to social justice leadership are presented and justified at the conclusion of the article.

Confucius (551-479 BC) was the first great Chinese educator in the history of China. Confucius's educational policy, teaching contents, teaching principles, and teaching methods played a significant role in enlightening contemporary teaching development today. His "teaching without social discrimination" policy laid the foundation for contemporary education fairness, while his teaching content of "writing and acting faithfully" emphasized Chinese contemporary moral education. Confucius's heuristic teaching principle of "teaching students according to their aptitude" also reflects the contemporary personalization of education, meaning people have the right and freedom to pursue education in their area of interest with the trained teacher to help them accomplish their desired goals. These "heuristic educational theories" served modern educators in the better development and formulation of educational theories. Based on reading Confucian classics and referring to many domestic and foreign literature, this paper studies and expounds on the teaching value and significant enlightenment of Confucius's educational thought to the development of contemporary education to combine theory with practice. In light of these, the paper mainly adopted a literature review and summary method. Furthermore, it gave a precise analysis of the connection between Confucius's educational thought and contemporary educational reform and its significant influence on constructing and developing contemporary education policies and teachings.

Clashes between Catholic canonical law and Canadian common law regarding gender and sexual minorities continue to be played out in Canadian Catholic schools. Although Section 15 of the Canadian Charter of Rights and Freedoms ensures equality on the basis of sexual orientation, teachers in Alberta Catholic schools are being fired for contravening Catholic doctrine about non-heterosexuality and Ontario students’ requests to establish Gay/Straight Alliances are repeatedly denied. Homophobia in the Hallways uncovers the causes and effects of the long-standing disconnect between Canadian Catholic schools and the Charter by comparing the treatment of and attitudes towards lesbian, gay, bisexual, transgender and queer (lgbtq) teachers and students in publicly-funded Catholic school systems in the provinces of Alberta and Ontario.

Homophobia in the Hallways is structured around a series of 20 interviews with 7 current and former teachers and 13 former students in the Catholic school system who have been affected by homophobic attitudes and practices within the system. It draws upon media accounts that illustrate the Catholic schools’ homophobic environment and considers this information with reference to key Alberta and Ontario Catholic policy and curriculum documents.

The central question driving this study is: How does power operate in Canadian Catholic schools?  Is it exercised from the top down solely, or are there instances of power rising up from the bottom as well? To answer this question, the book draws upon the critical theories of Gramsci (1971), Althusser (1970/2008), Foucault (1975/1995), and Giroux (2001) in order to explain the phenomenon of religiously-inspired homophobia and transphobia in Canadian Catholic schools.

A review of student discipline and suspension data disaggregated by race highlights how school leader biases influence disciplinary decisions. Yet, the majority of principal preparation programs have failed to develop structures and norms that result in critical conversations pertaining to race and racial inequities. This article is written from a stance that school leaders must move away from traditional leadership approaches and toward a social justice leadership orientation that creates critical spaces and discourses, empowers communities, and enables the adoption of social justice practices in all aspects of the school. After reviewing literature on critical race theory and social justice leadership, three leadership action areas are recommended to support principals and assistant principals in closing the racial discipline gap.

The contradictions underlying the Catholic institutionalization of homophobia in publicly funded Canadian secondary schools show that many Catholic school districts in Canada are ignoring their legal, professional, and ethical responsibilities to protect all students and to maintain a safe, caring, and inclusive learning environment. This paper discusses the ways in which Catholic school boards tie their policies to the Vatican and sidestep progressive initiatives undertaken by teachers’ associations in favour of Catholic solutions to contemporary issues in schools.  Hope for a more progressive climate in the Catholic secondary school setting can be found in queer Catholic youth activism occurring in secondary schools.  This paper proposes that social justice can be learned and offers suggestions for educational stakeholders regarding policy change for particular Catholic educational contexts.

Educator's perceptions and use of a state-mandated kindergarten entry assessment (KEA), the Alaska Developmental Profile (ADP), were investigated using a mixed-methods approach with 233 educators representing 23 districts in the state of Alaska. Educators reported inconsistencies in the administration, implementation, perceptions, and use of the ADP. These inconsistencies were connected to an unclear understanding of the purpose for the ADP, a finding that most likely reflects the compliance model of those administering state-mandated assessments instead of educators seeing these tools as useful for instructional decision-making. Results suggest policy makers should strive to ensure all stakeholders have a clear understanding of the purpose for a state-mandated KEA and that systems are in place to ensure reliability and validity of the data. Teachers are urged to become familiar in using formative, observation-based assessment approaches and consider how data gathered from a KEA can provide meaningful information for instructional planning. Administrators are encouraged to provide the professional development and support needed to engage in data

The top-down nature of school reform in urban communities has prompted educators, students, parents, and citizens alike to question the ways in which we hold public schools accountable for student learning and performance. Education research representing a wide range of disciplinary perspectives including history, sociology, political science, and public policy and interdis- ciplinary fields, such as leadership studies and program evaluation, has con- tributed greatly to our understanding of the role of schools, neighborhoods, and communities in urban education reform. Although research and policy discourses analyzing and comparing the effectiveness and drawbacks of reform, whether top-down or grassroots, are far from new, the knowledge base concerning how such efforts should take place, by whom, and the degree to which they are sustainable remain underdeveloped.

The PowerPoint offers the Selected Methodology Description of a Multilingual Research Proposal that adds to the body of multilingual research in two ways. The first way is location. None of the previous 38 studies were conducted in the GCC Middle Eastern countries. The second way is the differentiation between simultaneous learners of languages and sequential learners of languages. Previously, the 38 studies demonstrated that MULTILINGUAL students in HIGHER EDUCATION outperform other students. The discussion includes: research design, unit of analysis, population to investigate, sample criteria, data collection, and data analysis. Countries suggested for the study include, but are not limited to: Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates.

This paper discusses the effect of two leadership styles, namely: transformational and bureaucratic styles of leadership as practiced by head teachers on the quality of support supervision they offer primary teachers in Mid-western Uganda. The study arose as a result of public outcry over the poor quality and limited amount of support supervision teachers in primary schools in that region of the country are offered despite numerous attempts by Government to train school heads in institutional management. The researchers employed a descriptive cross-sectional survey research design where quantitative and qualitative data were collected from 320 teachers and 20 educational administrators using questionnaire survey and interview methods. Researchers and policy makers around the world are increasingly acknowledging the importance of developing a school-based ICT policy plan to facilitate the integration of information and communication technology (ICT) in education. Despite this interest, not much is known about how schools can develop their local ICT policy capacity and how to establish an ICT policy plan. In order to fill the gap in research on ICT policy planning, a multiple case study analysis with a mixed-method design was carried out with three Flemish primary schools. Primary schools in Flanders are encouraged by the government to develop local ICT policy planning in a context of ICT curriculum reform. Data from multiple sources (e.g. interviews with school leaders and ICT coordinators, focus group interviews with teachers, school policy document analysis, and a teacher questionnaire) were gathered and analyzed. The results indicate that ICT policy planning in schools should be considered as a multifaceted phenomenon grounded in school culture. ICT policy consists of different policy domains: vision development, financial policy, infrastructural policy, continuing professional development policy, and curriculum policy. Each policy domain can be described in terms of policy artifacts (tools, routines, and structures), and differences exist between schools concerning the involvement of teachers in the policy planning process and in the distribution of management tasks. As such, the study illustrates a distributed leadership perspective on ICT school policy planning. The results are of particular importance for school leaders, ICT coordinators and professional development trainers, and illustrates that ICT school policy is as much about developing shared meanings among stakeholders for ICT, and coordinating their relations and interactions in keeping with the school’s culture as it is about content related decisions.

Our job performance and our ability to lead will be a direct reflection of who we are and how we think. And it is highly likely that the quality and trajectory of our school’s growth and improvement process will mirror our own ongoing personal growth process. We lead who we R. And our R’s will be continually projected onto our school and its day-to-day activities.  This realization may seem intimidating, but is really a golden opportunity to stretch and grow as a person and gain a deeper insight into what it means to be a leader as we activate more of our personal potential.

In this chapter, we will provide an opportunity for you to reflect on your own process of development as a leader and a person. We begin by outlining a step-by-step process for discovering your personal vision. Next, we examine the elements of personal vision and self-reflection within each of the two axes of the growth roadmap developed earlier in the book. First, we explore the horizontal axis related to one’s guiding principles, ranging between empowerment and a psychology of success and/or fear and a psychology of failure. Second, we examine the vertical axis related to the level of function and quality of intentionality with which one operates.

Kvalitet u institucionalnom predškolskom vaspitanju se može graditi ako se temeljno preispituju i u skladu sa tim menjaju studijski programi inicijalnog obrazovanja stručnjaka koji neposredno rade sa decom u vrtiću. U radu se diskutuju različite mogućnosti za inicijalno obrazovanje vaspitača u Republici Srbiji kroz prikaz ukupno pedeset studijskih programa različitih po vrsti, nivou, trajanju, nazivu, sadržaju i zvanjima u okvirima koje određuju aktuelna dokumenta nacionalne obrazovne politike. Razmatra se odnos opšteg i stručnog među i unutar studijskih programa kroz dovođenje u vezu sa okvirima zvanične obrazovne politike koji omogućavaju kreiranje obrazovne putanje vaspitača na ,,dva koloseka” − akademskim i strukovnim studijama. Pokrenuto je i pitanje mogućih pravaca reforme visokih strukovnih škola u akademije strukovnih studija i njihovog značenja za dalje promene u inicijalnom obrazovanju vaspitača.

The early childhood education sector is not doing well according to ChildForum’s latest survey. The survey asked people involved with early childhood education services if things were currently going well or badly for their service and whether they thought the situation would improve or worsen in the next 12 months.


The survey shows that more needs to be done to help the sector create stability for its services and its workforce in order to concentrate on making sure children’s needs are met.

This study examined the factor structure of the School Counselor Leadership Survey (SCLS). Survey development was a threefold process that resulted in a 39-item survey of 801 school counselors and school counselor supervisors. The exploratory factor analysis indicated a five-factor structure that revealed five key dimensions of school counselor leadership: (a) interpersonal influence, (b) systemic collaboration, (c) resourceful problem solving, (d) professional efficacy, and (e) social justice advocacy. This article discusses implications for practice, research, and training.

Durante las décadas de 1990 y 2000, una política conocida como Educación con Participación de la comunidad (EDUCO) se convirtió no solo en la piedra angular de la reforma educativa en El Salvador, sino además se convirtió en una política educativa de carácter global, conocida por descentralizar, hacia las familias rurales, la responsabilidad de contratar y despedir maestros. Como se presenta en este artículo, su ascenso a la fama no fue producto únicamente del contexto político-económico en el que nació; su fama también es el resultado de las evaluaciones de impacto producidas por el Banco Mundial, que sirvieron como base de evidencia a través de la cual ésta y otras instituciones internacionales podían promover, de forma legítima, el modelo neoliberal de participación de la comunidad representado por EDUCO. Sin embargo, de una manera problemática, una re-apreciación de estas evaluaciones de impacto, revela, en primer lugar, que los hallazgos y conclusiones sobre los efectos significativos de EDUCO no fueron justificados, y, en segundo lugar, que la producción de las evaluaciones de impacto en su conjunto es fundamentalmente defectuosa debido al nexo  intelectual-político-financiero del cual emergieron estos estudios, y hacia el cual retornaron para promover—alrededor del mundo—soluciones de políticas orientadas al mercado. En este sentido, para explicar las dinámicas de la reforma que dieron lugar a EDUCO, este documento (a) revisa sistemáticamente los hallazgos y limitantes de cada uno de los seis estudios de impacto que constituyen la base internacional de conocimiento alrededor de esta política, (b) reconsidera lo que, de forma razonable, podemos exigir saber sobre EDUCO, (c) refleja las implicaciones nacionales e internacionales de la revisión crítica aquí presentada (d) resalta las falencias del método de investigación de las evaluaciones de impacto y (e) sugiere varios métodos alternativos que pueden ofrecer hallazgos relevantes para las políticas.

Toplumsal etkileşimin olduğu her yerde, anlaşmazlıkların olması doğal ve kaçınılmazdır. Kişiler, gruplar ve toplumlar arası anlaşmazlıklar; doğru bir biçimde yönetildiğinde gelişimin, ilerlemenin, dönüşümün, barışın ve bütünleşmenin hem enerji kaynağı hem de motoru olabilmektir. Ancak, anlaşmazlıklar yanlış ve yıkıcı yaklaşımlarla yönetildiğinde ise; yıkımın, şiddetin, zulmün ve acının kaynağına dönüşmektedir.

Anlaşmazlıkları ortadan kaldırma, farklılığı ortadan kaldırmaktadır. Doğa ve insanlık, farklılığı ve çoklığı kabul etmeyi ve anlamayı gerektirir. Farklılığı ortadan  kaldırmaya çalışmak yerine; onu anlamaya ve nasıl yöneteceğimizi keşfetmeye başladığımızda, yolumuz anlaşmazlıklarımızı nasıl yöneteceğimizden geçmektedir. Anlaşmazlıkları nasıl yöneteceğimiz üzerine odaklandığımızda, karşımıza en temel yaklaşım ve paradigma olan "dönüşümsel arabuluculuk" çıkmaktadır.Dönüşümsel arabuluculuğun alanyazına en önemli katkısı, anlaşmazlık çözüm sürecinin toplumsal değerlerden ve kültürden bağımsız olmadığı,ideolojimizin ve inanç tarzımızın anlaşmazlıklara ilişkin değerlendirmelerimizi, tutumlarımızı ve anlaşmazlıklarımızı ele alış tarzımızı etkilediği düşüncesidir. Yine, dönüşümsel arabuluculuğun en ayırt edici özelliği, anlaşmazlıkları yönetim sürecinin, kişileri dönüştürebileceğine, geliştirebileceğine ve güçlendirebileceğine yönelik yapıcı ve olumlu duruşudur.

Bush ve P. Folger tarafından geliştirilen "dönüşümsel arabuluculuk modeli" ülkemizde, her sene mahkemelere taşınan yüz binlerce anlaşmazlığı, çekişmeyi ve ayrışmayı yüz yüze müzakere ederek yapıcı ve barışçıl olarak çözme kapasitesini güçlendirmek için bir fırsat ve araç olacaktır. Cezalandırıcı adalet anlayışından, onarıcı adalet anlayışına dönme çabalarına ışık tutacaktır.

Bu eser,içerdiği alternatif paradigma çerçevesinde hukuk sistemimize yeni giren arabuluculuk modelinin doğru ve amacına uygun kullanılması için de referans olacak anlamlı ve önemli bir eserdir. Buna ek olarak, anlaşmazlık çözümü üzerine çalışan hukukçulara, psikologlara, psikolojik danışmanlara, eğitimcilere, psikiyatristlere ve sosyal çalışmacılara hem kurumsal anlamda hem de somut anlaşmazlıkların ve çatışmaların yapıcı ve barışcıl yönetimi konusunda yol gösterecek temel bir başvuru kaynağı olacaktır.

Efficacy of a leadership approach may be highly dependent upon cultural factors, making additional research in foreign contexts necessary. A methodology was developed to investigate the relationship between Confucian values and leadership preferences. Responses on the Chinese Values Survey (CVS) were compared to those of the Vannsimpco Leadership Survey (VLS) for both Korean (N = 48) and American (N = 47) university respondents. Correlations for both groups revealed a link between Confucian values and hybrid leadership styles. Among Korean faculty, this link was even more pronounced, yielding significant correlations to autocratic-transformational (rs [30] = .513, p < .05), autocratic-transactional (rs [30] = .420, p < .05), democratic-transformational (rs [31] = .567, p < .001), and democratic-transactional (rs [31] = .482, p < .01) leadership. Results suggest that simple theoretical approaches to leadership do not address the complex interplay between autocratic (Li) and democratic (Ren and Yi) Confucian virtues.

In fact, roughly 100,000 copies have been sold in several languages over the almost three decades since our father, William G. “Bill” Dyer, wrote the first edition, making it one of the most widely read books on the subject. Bill was the consummate social scientist, trained in sociology at the University of Wisconsin after World War II. He had grown up in a rather large family of seven children (one was his half-brother Jack Gibb, another prominent social scientist) in a rather poor section of Portland, Oregon. Boasting low recipient rates, Forbes elevates the manufactured expertise of awardees and the importance of their organizations and ventures. Further, Forbes employs the language and norms of neoliberalism to articulate a pro-market vision of education reform. This social network analytic (SNA) study seeks to untangle the edu-preneur network and critically examine the connections between awardees, their organizations, judges, and the larger education

This article describes a progression of student voice activities, using the case of Whitman High School as an example. It describes the importance youth placed in “being heard” (Mitra, 2003; Oldfather, 1995) during the initial focus groups conducted at the school. Following these focus groups, the school then shifted from solely listening to students to collaborating with them (Mitra, forthcoming) to solve the problems that had been identified. Students then exerted a leadership role in these student voice activities when they were given the institutional space and guidance to think strategically about school change. After the creation of student leader positions, the group developed many successful student-focused and teacher-focused initiatives aimed at improving relationships between students and teachers at the school.
