Hi Acad Ronin, I am glad that you like it. I am mainly photographing churches and monasteries but at times churches have quite interesting memorials and I was immediately attracted by the navy scene on it. And now it was great to find an article about the HMS Havannah and the operation that lead to the death of the young man who was memorized by his comrades. This is a question regarding this image File:Punaluu turtle.jpg, the uploader uploaded the image in 2006, but it can be eligible to be transferred to Commons, but as the uploader says that they can send a copy of the emails regarding the copyright permission, if requested. But the user User:Ali'i, has been inactive since March 2011. So, I was wondering how should I request that he send a OTRS Permissions ticket in, when he has been inactive. The OTRS Ticket is so, it can be in the Commons database that the permissions that the copyright holder released that image under, is binding. Should, I go ahead and transfer it but also send an email to the copyright holder, and to ask them to send in an OTRS ticket? --Clarkcj12 (talk) 19:59, 27 February 2013 (UTC)

Hi Clarkcj12, I think it would be best to contact the copyright holder, i.e. Lisa (Melissa) Weber, directly and to ask her to send a permission notice (see here for templates) to permissions-commons@wikimedia.org with reference to File:Punaluu turtle.jpg. As soon as this permission is present in OTRS and confirmed to be valid, the image could be transfered to Commons. Without such a ticket, the image gets very likely deleted at Commons. While we have an exception for files that predate OTRS, this does not necessarily apply to files recently transfered to Commons. Regards, AFBorchert (talk) 20:15, 27 February 2013 (UTC)

Hi AFBorchert... there have been some changes to the proposed COI policy since you !voted, some of which directly address concerns you raised and focus it more on behavior, and (as you know) there are already policies about behavior - there is continuity with other policies.
