The purpose of this paper is to expand upon the concept of public libraries reaching out to people suffering from a mental illness. According to the Code of Ethics of the American Library Association (ALA) it is the duty of public libraries to serve all members of a community equally. Individuals with mental illnesses have been marginalized by society and made into second class citizens. Public libraries have the potential to help these individuals and help them reintegrate into society. This paper will accomplish the following goals: 1) demonstrate that people with a mental illness is a large user group that has a great need for resources located in public libraries, 2) define bibliotherapy a means to reach to people with mental illness, 3) demonstrate the program is successful, 4) demonstrate that public libraries need to actively adopt policies to implement bibliotherapy, and 5) recommend methods that can keep bibliotherapy as a permanent function of public libraries that has been discovered in literature.

In October, 2011, the Library Linked Data Incubator Group (LLD XG) created by World Wide Web Consortium (W3C) published its final report. This report suggest libraries how they should made their data available in the web (and not just on the web), to make them available also directly by search engines. To comply with requirements the report, libraries should publish their data in a more expressive form, in which also values of relationships among data must be registered. The paper illustrates main features and requirements of library linked data, as described in the report and in relation to cataloguing topic, explains issues relating to the present format of library data and discuss the opportunities offered by RDA and REICAT, the two codes of rules published in compliant with FRBR. This report could result as important for the library community as FRBR has been till now.

The thesis is divided into two parts and it aims to explain the historical events related to the bibliographical collection of the ancient Jesuit College of Perugia. The first part focuses on the Jesuit librarian history and on the reconstruction of the historical events related to the library of the Perugian college. The institute, founded in 1552, was endowed with a library a few years after its foundation, enriching its collection through different books acquisition channels. The analysis, conducted on unpublished archival documents and published material, reconstructs the events of the library by entering the special case of Perugia in the broader spectrum of the Jesuit librarian history . In this way I tried to provide a model of historical research adaptable to the different librarian realities of the ancient Society of Jesus. The second part of the dissertation consists of the partial reconstruction of the library catalog.

إن رموز ورواد المعرفة الذين ينشأون في مجتمعات المعرفة لا شك أن أثرهم سيكون عظيما على مجتمعاتهم،كيف لا؟ وما مجتمعاتهم إلا ثمرة من نتاجهم، وحتى المجتمعات الناهضة والنامية والتي تريد ان تخطو خطوات نحو التقدم لا شك أنها لو وضعت علماءها في الصفوف الأولى من درجات المجتمع لحققت النهضة
وهناك قول آخر لا شك أنه يعكس واقعنا الأن وهو: "ليس كل ما على السطح هو الأفضل" فأصبحنا نعيش في هذا الزمان، أو قل قريباً من هذا الزمان، فأصبح الذين يتصدرون صفحات الجرائد وقنوات الإعلام المرئية والمسموعة ليسوا بالضرورة هم أفضل الناس، هذا ما آلت إليه مجتمعاتنا إن أردنا عين الحقيقة

يتعرض هذا البحث لعرض سمات مجتمع المعرفة  لنعرف أين نقف على الجادة،وما هي سمات علماء المعرفة هل هم من يحملون العلم فقط أم أنهم قد تتحقق فيهم صفات أخرى ، ثم نتعرض لسيرة الاستاذ الدكتور: كمال عرفات نبهان العامة، ثم سيرته المهنية وما خلفه من إنجازات ومؤلفات وما هو القاسم المشترك في أغلب اعماله، ثم نتعرض لبعض المواقف الشخصية من حياته، وما هي طموحاته وأحلامه التي لم يستكملها.
نأمل من خلال هذا البحث أن نوفي علماءنا جزءًا من حقوقهم علينا.

Analysis of a random sample of bibliographic records from OCLC WorldCat finds that the great majority of items in WorldCat are held by very few participating library, and that a power law relationship exists between the number of libraries holding an item and the number of items with a given level of shared holdings.  The findings provide a context for interpreting holding levels in WorldCat with regard to the proportion of widely shared items and the characteristics of items at various ranges of holdings.  Used with other quantitative and evaluative measures, these findings will assist librarians in assessing their collections.

In some individuals, aggressive personality traits may be genetically inherited. The aggressive personality may feel weakened by having guidelines or boundaries for anger. Anger is a normal human emotion, and these guidelines can help express anger in a healthy way.

The aim of this study was to carry out an assessment of record keeping practices at Moi University dispensary and to suggest solutions to record keeping which will improve health care provision. Study objectives were; to identify records management practices and strategies undertaken in the University dispensary; to find out the professional knowledge and skills of the staff responsible for managing records at the dispensary and to identify the challenges associated with the records management at the dispensary and suggest possible solutions. The research was a case study and qualitative in nature. Observation, document analysis and interview schedules were utilized as instruments for collecting data. Purposive sampling technique was used to select 3 records managers, and 5 records clerks as the study participants. The key findings of the study included; the health unit has not drafted a records management policy; lack of adequate facilities and supplies to records management; poor records management disposal practices for both paper and e-records; lack of awareness on the importance of records and records management among non-records management staff, and; inadequate adoption of ICTs in its records management. The study concluded that both paper and electronic records are managed at the Health unit are faced with challenges. The study proposed the following recommendations: development and putting in use of records management policies, standards, guidelines and procedures; automation of the records management functions at the Health unit; rolling out of records management awareness programs for non-records management staff; and  provision of training programs for records management personnel.

The purpose of this study was to explore the trends of publication patterns in Library and Information Science research using bibliometric review. The areas of the Bibliometrics review are contributions of current research, use of citations, length of articles, use of illustrations, authorship patterns, geographical and chronological distribution of contributions, etc. Two national journals were selected as source journals, i.e. IASLlC Bulletin and Annals of Library and Information Studies (ALIS). A structured schedule had been prepared to record data through content analysis of the articles published during the years 2010-2014. All issues of the journals have been collected and examined methodically. The remit of the study can help the stakeholders in this field to understand the patterns of current research.

The present study aims to rank the university libraries of Khyber Pakhtunkhwa-Pakistan. Library services, resources, status of automation and application of emerging technologies were the parameters used for the assessment of ranking of the nineteen Public Sector Universities and Degree Awarding Institutes of North-West province of Pakistan. Survey based approach was adopted to collect the required information. It was reported that majority of university libraries under study are partially automated. Based on the above-mentioned parameters, the central library of The Khyber Pakhtunkhwa Agricultural University, Peshawar was ranked top followed by central/main library of University of Malakand, Chakdara, Dir, Malakand and central/main library of University of Peshawar, Peshawar. Provision of appropriate budget for the implementation of smart technologies, induction of technological adept human ware and awareness of higher-ups of the universities about the benefits of modern library technologies is recommended for the effective and smart library culture in the territory. The manifestation of these steps will help in the enhancement of quality education in Khyber Pakhtunkhwa-Pakistan.

The libraries and information services has been changed due to the development of information and communication technology. Electronics resources role is very important as information repositories are use of information for various purposes like academic, research, teaching and learning process. E-resources gives solutions of the traditional libraries as like all data storage in digital format, users can access library without boundaries through internet so e-resources popularity is very continuously growth in teaching learning process. In the modern era librarian should provide better services to the users for accessing e-resources as like e-books, e-journals, e-databases, e-reports etc. E-resources have been used for capture accurate and current information within second so majority learner use e-resources for their learning process. In the 90 th century internet has emerged as the sources of information for storage and retrieve information. In the past few years online information has been continuously increased as like e-journals, e-books, e-databases etc. The emergence of information communication technology traditional library system transfer to digital library system. In the current era majority learning materials are available in electronic formats because theses materials are very useful for students, researcher and other academic staff.

My Master’s Thesis in Library and Information Science from The Royal School of Library and Information Science (RSLIS), Copenhagen, examines the topic: the profile of the “New Public Library”, primarily in Denmark. However, in the text I have made a few comparisons to foreign projects which single themselves out in this context.
The Danish main title “Det Nye Folkebibliotek”, translates into English as “The New Public Library”. My research hypothesis being: the Danish public library has undergone a series of changes, and the changes and developments are ongoing; from being a mere collections of knowledge and materials such as books, to being active, outgoing, far reaching and versatile institutions focusing on the common good of society in a number of ways. Thus my main research question is this: how and by which means do the public libraries act differently now as opposed to earlier? Another relevant question is: which tactics do the public libraries employ in order to keep, and reinforce, their place as necessary cultural institutions in postmodern, postindustrial society today? A time period sometimes called “the Internet Age”?
My empirical research and observations provide evidence that the public library no longer “just” is an institution for the loaning out of books etc. It has become a public domain focusing on lifting up society, educating the population / the users of the library, while at the same time bringing the users together in social contexts as well as cultural ones. In short, the libraries have taken on new functions and tasks, including some of the social functions earlier managed exclusively at local city halls.
In order to study these new tendencies, I have applied two main methods of research: firstly, the case study, for which I have handpicked three public libraries in the metropolitan area of Copenhagen. Libraries which are similar in some ways, yet still have their different traits, although they are located within a limited geographical area. These three focus libraries have served as case studies and examples for my empirical research, active observation, and for my other primary research method: the semi-structured research interview.
My three focus libraries are:
• Biblioteket, Rentemestervej, Copenhagen Northwest
• Ørestad Bibliotek, in the Eastern and newest part of the city
• Blågårdens Bibliotek, in a central part of the city troubled by various social issues
At each library I have conducted interviews with senior staff members, and gathered further information by active observation and photography, trying to catch everyday life with my eyes and camera.
Part of my theory behind this research, has been the writings of Henrik Jochumsen, Casper Hvenegaard Rasmussen and Dorte Skot-Hansen, amongst others.
From the latest book by the three aforementioned Danish scientists, authors and professors at RSLIS, I have found great inspiration and motivation, and what is more, scientific terms which capture some of the most vital tendencies of The New Library. These are: Public Domain, Placemaker and Icon.
In this thesis I have done my best to apply these terms, and others, in order to answer my research questions, and thereby make my contribution to unveil why we need the public libraries now, more than ever, and which components, so speak, constitute the profile of the Danish public library of today. Including its new functions, profiles, vision and mission.

Cultural actions are one of the best tools for ministries of foreign affairs worldwide.
Many countries who choose to work with cultural actions could potentially reach
millions of citizens, inclusive of those living in remote areas. One of these cultural
actions is that of establishing and opening cultural centers. This paper presents libraries
as providing outstanding service in all these centers. Through a historical and numerical
analysis of the libraries of The British Council, the Alliance Française’s Institut
Français, the Goethe Institut and the Cervantes Institute, it can be shown that libraries
are a real tool for public diplomacy that can exceed its remit of social assistance, social
services and education. To conclude this paper will also look at actions that could be
undertaken to improve and cater for network libraries.

O “serviço de referência” tem o objetivo de auxiliar os usuários na recuperação da informação poupando-lhes tempo e agilizando seu acesso a elas. Esse processo pode ser mais eficaz através dos recursos tecnológicos como o facebook, em evidência na sociedade atualmente. Este trabalho surgiu da necessidade aproximação na relação Biblioteca/usuário e da possibilidade de oferecer uma alternativa de comunicação com o serviço de referência da Biblioteca. Partindo da observação de que a maioria dos usuários utiliza frequentemente as redes sociais, pretendemos avaliar se a relação entre o serviço de referência e os usuários pode ser aprimorada através delas. Serão propostas, a partir daí, formas de aproximação do usuário com a biblioteca universitária e seus serviços. Esta avaliação será contínua devido à intermitência deste tipo de recurso e das relações com seus usuários.

2014 ARL Assessment Conference Proceedings Paper

This collaborative qualitative study, utilizing data collected from 20 library consortium members, explores how institutions are designing, assessing, implementing, and disseminating student-learning outcomes (SLOs) at their institutions. A survey was conducted and follow-up interviews were analyzed using grounded theory methods. This two-part study first identified themes around SLO best practices, then uncovered a core grounded theory. Results discovered the importance of contextual and organizational structure factors and examine how those institutional factors might impact how libraries collaborate and interact in their campus cultures.

The paper presents a synthesis on resource sharing among polytechnic libraries in Ghana. It explores how resource sharing would provide opportunities for the consolidation of strengths and minimize weakness among the polytechnic libraries. The main objective of resource sharing is to maximise the availability of materials and services and to minimize expenses and duplication. The paper further exposed some of the factors which make resource sharing imperative among the polytechnic libraries. These concerns include the proliferation of knowledge on the World Wide Web, issues of distance education, open access and instruction service. It also highlighted some of the resources that could be shared among the polytechnic libraries which include personnel, electronic service, tools, professional activities, policies, etc. Finally techniques that would foster resource sharing activities among the polytechnic libraries were discussed and these include communication, increase in the use of information communication technology, resource mobilisation and capacity building on the part of librarians.

This is the text of a presentation delivered at the New Challenges, New Ideas and New Requirements Conference held in Baku, Azerbaijan September 28-30, 2017. In it, I explore British Library efforts to account for early 20th century Azeri-language publications in a manner that is reflects the needs of computer-based cataloguing as well as the diverse expectations of a global readership.

With the increasing functionality and complexity of distributed systems, resource failures are inevitable. While numerous models and algorithms for dealing with failures exist, the lack of public trace data sets and tools has prevented meaningful comparisons. To facilitate the design, validation, and comparison of fault-tolerant models and algorithms, we have created the Failure Trace Archive (FTA) as an online public repository of availability traces taken from diverse parallel and distributed systems. Our main contributions in this study are the following. First, we describe the design of the archive, in particular the rationale of the standard FTA format, and the design of a toolbox that facilitates automated analysis of trace data sets. Second, applying the toolbox, we present a uniform comparative analysis with statistics and models of failures in nine distributed systems. Third, we show how different interpretations of these data sets can result in different conclusions. This emphasizes the critical need for the public availability of trace data and methods for their analysis.

Purpose

Public libraries in the UK are increasingly expected to provide arts activities and events as part of their usual operations. The purpose of this paper is to summarise recent policy trends in this direction from both the perspective of libraries’ and the arts sector. A touring theatre project aimed at children and families is discussed in further detail to examine some of the outcomes of these policies.
Design/methodology/approach

The paper will present a brief history of policy developments and debate in this area. Mixed method findings from the research element of “Among Ideal Friends” will be discussed, having used surveys and interviews with audiences and librarians, geodemographic profiling, box office records and library card data.
Findings

Public funding across both libraries and the arts has decreased at a national and local level, though both sectors are encouraged to work together to share expertise and community knowledge.
Research limitations/implications

The primary funding for the project was an arts funding body. While a holistic approach to evaluation was taken, this limited any specific focus that might have been given to educational outcomes or cost-benefit analysis compared to other interventions.
Practical implications

Public libraries can see the results and challenges of a successful regional touring theatre project for consideration in their own activity planning, especially those related to families and younger users.
Social implications

Libraries and Arts organisations have different priorities in regards to these areas. Though co-operative, the situation is not without tension. The topic is illustrative of some wider debates around cultural value, everyday participation and cultural democracy.
Originality/value

This paper offers a timely discussion of cultural policy in relation to libraries, e.g. The Society of Chief Librarians “Universal Cultural Offer” (October 2017).

La relación interna entre filosofía, literatura y arte permite examinar con propiedad qué significan la pluralidad y complejidad en los usos de la razón. Posibilita la aproximación a esos usos y figuras desde un ángulo privilegiado. El interés por lo literario y artístico no tendría por qué significar un apresurado abandono del modelo discursivo y analítico -que es característico de la filosofía-, sino más bien el acceso a un punto de vista más completo, un nuevo método reflexivo, otro límite crítico. Esta perspectiva facilita la puesta al día de las tesis modernas sobre la filosofía como emancipación, esto es, como su salida de la minoría de edad.
Espacios ficcionales, campos de proyección de la experiencia, métodos y perspectivas trasdisciplinarias constituyen los distintos niveles a través de los cuales se trata de definir un nexo complejo entre discursos. La ficción como conocimiento, subjetividad y texto, así como la relación entre mundo y lenguaje pretenden acotar algunas dimensiones de esa relación.
A través de la literatura llegamos a estar familiarizados con situaciones, sentimientos, formas de vida, obteniendo así una mirada desde dentro -epistemológicamente empática-. Cada nueva visión del mundo constituye un nuevo tipo de conocimiento, un conocimiento que puede incluir aspectos cognitivos y emotivos y que demandará, probablemente, algún tipo de lógica paraconsistente. De modo que a la par que por nuestras narrativas creamos o descubrimos mundos (dependiendo del estatuto ontológico otorgado a la ficción) también establecemos o desentrañamos la legislación lógica, según la cual tal curso de sucesos o tal tipo de entidades son o no admisibles al interior de este particular mundo posible.
Precisamente, es en la constante re-creación de sus objetos, práctica que surge en una comunidad de problemas -un espacio de representación colectiva- el espacio en que se da la ciencia. Es, precisamente, en una particular forma de hablar y de referirse a objetos, creándolos con el habla, el que funda a la medicina -por ejemplo- como cuerpo autónomo de conocimientos, vale decir como ciencia de primer orden. Las disciplinas, pues, en tanto discursos, están, literalmente, constituidas por él. Por ello es necesario estudiar el discurso científico en tanto que discurso, hay que reflexionar sobre sus orígenes y modo de constitución, hay que aceptar que no es sólo un producto sino una fuerza productiva. La realidad es una narrativa exitosa. Es aquello que se hace hablando. Las comunidades científicas son comunidades de problemas y, sobre todo, de retóricas, reconstrucciones de objetos que sólo existen en tanto se habla de ellos de una determinada manera,
Hasta los mundos narrativos más imposibles tienen como fondo lo que es posible en el mundo que concebimos como real. Las entidades y situaciones que no son explícitamente nombradas y descritas como diferentes del mundo real son entendidas a partir de las leyes que aplicamos a la comprensión del mundo real.
Así, pues, la narración de ficción construye un modelo análogo del universo real, una proyección...lo que permite conocer la estructura y los procesos internos de la realidad y manipularla cognitivamente. Se otorga así un valor cognoscitivo a la ficción, de modo tal que todas las posibles connotaciones, no expresadas directamente por el texto, sino -más bien- mostradas implícitamente o implicadas contextualmente en lo allí dicho, iluminan aspectos de la realidad que sin estas extrapolaciones ficcionales permanecerían en penumbras.
La perspectiva crítica -propia de la filosofía- puede hallarse así implícita en escritos de ficción, de la misma manera como las teorías filosóficas pueden aceptar como suyos a los argumentos procedentes del discurso literario. La reflexión filosófica se articula, pues, desde distintos ámbitos y modalidades discursivas.

According to the investigation of library resources discovery system construction in 20 universities in China, the aggregation discovery service provided by the multi-source aggregation function, the discovery function is based on aggregation and the comprehensive revealing function. This article evaluates user usage and acceptance based on refinements of the functions mentioned above. The investigation shows that compared with the diversity of function, users are more concerned about the practicability, the intuition and the academy. Thus, systems should choose the best sources and pay attention to the metadata normalization, and enhance the correlation to standard datasets.

The cognitive mental functions give humans a particular advantage in terms of creative solution development. Humans are constantly engaging in a process of internal dialogue across a variety of subject areas. Mental distress may be at least partly remedied by verbalizing, understanding, and perhaps modifying the internal dialogue. In persons suffering from chronic dependency as well as anxiety and depression the described technique may be useful.

Les ouvrages en français sur les Philippines sont réputés à tort peu nombreux. Ayant subi les influences espagnole et américaine pendant une longue période, les îles Philippines ont naturellement suscité une profusion d'écrits, mais surtout en anglais et en espagnol. Les travaux en français existent cependant, en nombre, mais restaient jusqu’ici mal connus et peu répertoriés. Compilée par Bernard Pot, la présente bibliographie comporte plus de mille six cents références, de l’alimentation à la linguistique, en passant par l’histoire, la littérature, le récit de voyage et l’érotisme.

L'AUTEUR
Bernard Pot est ethnologue et historien. Membre associé de l’Institut de Recherche sur le Sud-Est asiatique (UMR 6571, CNRS et Université de Provence, Marseille), ancien président de l’Association culturelle franco-philippine, chevalier de l’Ordre de Rizal, il poursuit depuis vingt ans des recherches sur les Philippines dont cette bibliographie est l’un des résultats.

The present study is an attempt to carry out the citation analysis of all the journal articles published in the Annals of Library and Information Science from 2010-2019. A total of 7,124 citations appended to 328 papers were published in the journal during the ten-year study period. Average number of citations per article is maximum in 2018. Out of 7,124 citations appended, 1,039 (14.58%) citations appeared in 2010, followed by 873 (12.28%) citations in 2018, and 831 (11.66%) citations in 2013. The findings reveal that a majority of the papers have 16-20 citations (25%), followed by 11-15 (14.93%) citations, and 6-10 (14.02%) citations. The study also depicts that out of the total, 5,081 (71.29%) Web references were used in the article references. The Annals of Library and Information Science is the most preferred journal used by authors during the study period, being cited 476 times. The authorship pattern reveals that two-author citations are in the majority (46.45%). Out of the total authors who contributed a total of 328 papers, 254 (77.43%) were affiliated to the institutions located in India.
