Is this really significant

Why is this article focused on just "...the surplus nation..." Why cannot a deficit nation take action? Why isn't the word tariff used?

[edit]NPOV|VERY one-sided; unbalanced, reads like an "advocacy"-piece AND totally lacking in the basic content required of any serious article about economics-theory
as an economics & trade article, it's a glorified, wordy "stub"
