This could be a UPE operation, I suspect. They are creating Sri Lankan intellectual biographies. Sathilka created Prasad Katulanda (now moved to Draft:Prasad Katulanda). I observe similarities between Drneuroscience created Thushara Perera and the above article. For example, both article's education sections are written in bullet format, oddly enough.
