Not sufficiently notable. There are various vague online references to him being involved in local politics around the Levenshulme area, but not much more than that. He apparently co-authored https://tardis.fandom.com/wiki/The_Blue_Angel_(novel) but I would question whether co-authorship of a single book meets the criteria for noteworthiness. His Twitter account is followed by only a very few, with no blue tick https://twitter.com/jeremyhoad?lang=en I really can't find anything notable about him.
