The Department of Public Defense (DPD) is seeking an experienced and dedicated Comptroller (Public Service Executive ) to lead, develop, and nurture an efficient and productive team. Reporting directly to The Adjutant General of the Iowa National Guard, this position provides executive-level management support to DPD. Key Responsibilities: *Management of State Comptroller’s Office: Overseeing a budget exceeding $68 million across multiple appropriations and cooperative agreements. Budget and Payroll Management: Ensuring accurate administration and accounting. *Policy and Training: Establishing controls, policies, standards, and training for the office. *Committee Participation: Influencing critical agency/government program operations through special committees. We’re all about doing more with less when necessary. However, that shouldn’t become the standard because it leads to burnout and increases turnover. At some point you have to be realistic about what’s required to run your organization and manage the various levels of funding and their requirements. Your goal is to go after multi year grants and various funding opportunities. Typically these grants require audits, specialized reporting, and have certain compliance requirements. Are you really going to place your entire accounting function in the hands of an executive assistant and a FT bookkeeper. No shade to those employees because there’s a place for them. However, growth requires something different and piecing together an accounting function isn’t going to be the answer.

This new financial structure brings together the functions from the Office of the Controller-Treasurer, who has traditionally reported to the BART Board of Directors, and the Performance & Budget Office, who reports to the General Manager, into one group, reporting to the new CFO position. BART is seeking a technically savvy, collaborative, and analytical candidate to serve as the new Chief Financial Officer. A strategic thinker and communicator with the ability to evaluate complex financial and fiscal problems is essential. Qualified candidates typically possess a bachelor’s degree in business administration, finance, accounting, public administration, economics, or a closely related field from an accredited college or university. Candidates should also possess nine (9) years of verifiable professional financial, budgetary, accounting, or related experience, which must include at least four (4) years of executive-level management experience, including supervising financial service functions and managing subordinates. Additional professional experience may be substituted for education on a year-for-year basis. BART offers a competitive annual salary range for the Chief Financial Officer of $267,730 to $295,000 and placement within this range is dependent on experience and qualifications.
