Ran from Communist Romania?

Ion Oncescu was born on 1978. The Revolution which took down the communist regime in Romania took place in 1989. How could he make plans at 12 years (so in 1990) to run from Communist Romania if it wasn't such a thing anymore? Let's make it clear for anyone which would read this article.
