Sad to see, yes, fair play to the user for also requesting the removal of all the advanced permissions that came with the position as is correct for all limited term appointments imo. To quote him, "I am no longer able to serve my term as a member of the Arbitration Committee, and thereby resigning as an Arbitrator, CheckUser and Oversighter."
