On 12 August 2022, a mass murder occurred in Cetinje, Montenegro, which left ten people dead, including two children, and six others injured.[1] The gunman, identified as 33-year-old Vučko Borilović, was then shot and killed by armed civilian Nenad Kaluđerović after engaging in a gun battle with police officers. It is the deadliest mass shooting in Montenegro's history.[2]

Shooting

At about 3:30 p.m. on 12 August 2022, Borilović entered into his home where he got into an argument with the family that were sub-tenants in his home in Medovina neighborhood in Cetinje.[1][3][4][5][6] Borilović then fatally shot the family members with a hunting carbine, including two children.[6][7] He proceeded to call their father in order to inform him that he killed his wife and kids.[6][8] At the time of the shooting, the on-call service of the Cetinje Security Department was informed of the shooting.[8] He then went outside and randomly shot civilians on the street.[4][9] Borilović then entered into a neighboring house where he killed two senior citizens and injured their 32-year-old grandson.[6] At the threshold of their house, he killed their son.[6] The shooter then killed his uncle and three more neighbors, two of whom were female.[6] The shooting took place near the National Museum of Montenegro.[10]

After police officers arrived, Borilović refused to surrender and shot at them, injuring one.[6] He also fired at an ambulance to prevent them from treating the victims.[11] At around 3:50 p.m. Borilović stopped shooting and took a phone call, in which he said that he "probably won't survive".[8] Borilović then ran towards the Eagle's Rock (Montenegrin: Орлов крш, romanizedOrlov krš), although the police began shooting at him.[12] Later, he was shot and killed by a local citizen Nenad "Neno" Kaluđerović (Montenegrin: Ненад "Нено" Кал��ђеровић), who shot him dead with a pistol during the shootout between Borilović and the police.[13][14][15] Kaluđerović had tried to convince Borilović to surrender.[6] The police fired around twenty bullets at Borilović, although he was only hit by at least five bullets, according to the autopsy report.[8][16] A number of streets around the location of the shooting remained closed, while the presence of the police was increased.[17][18]

Victims

Eleven people were killed during the attack,[19] including the perpetrator.[3] An eight-year-old and an 11-year-old were killed in Borilović's home, while their mother succumbed to her wounds in a local hospital.[3] The other seven victims were civilians shot in the street, while an additional six civilians were injured.[3] Two of the wounded victims were sent to a hospital in Cetinje to be treated for their injures.[20] The other four suffered from life-threatening injuries and were sent to the Podgorica Clinical Center.[4][20] Three patients underwent emergency surgery and were later reported to be in a intensive care unit; one patient has a head injury, another has a liver injury, while the third has a head and neck injuries and a open fracture of the right upper arm.[21]

The following ten individuals were killed by Borilović:[22][23][24]

  • Nataša Pajović Martinović, age 35 – a sub-tenant in a Borilović-owned apartment and mother of two sons
  • Marko Martinović, age 11 – an elder son of Nataša Pajović Martinović
  • Mašan Martinović, age 8 – a younger son of Nataša Pajović Martinović
  • Dimitrije Drecun, age 81 – a neighbor, husband of Danijela Drecun
  • Danijela Drecun, age 74 – a neighbor, wife of Dimitrije Drecun
  • Rajko Drecun, age 56 – a son of Danijela and Dimitrije Drecun
  • Milan Mitrović, age 37 – a neighbor, godparent of the Martinović family
  • Goran Đurišić, age 54 – an uncle of Borilović
  • Aleksandra Radunović, age 52 – a neighbor, sister of Danijela Radunović
  • Danijela Radunović, age 51 – a neighbor, sister of Aleksandra Radunović

The following six individuals were wounded by Borilović:[22][23]

  • Aleksandar Drecun, age 32 – a grandson of Danijela and Dimitrije Drecun
  • Slavica Zvicer, age 66 – a neighbor
  • Filip Đurković, age 33 – a neighbor
  • Mileva Ramadanović, age 76 – a neighbor
  • Darinka Čelebić, age 88 – a neighbor
  • Ljubiša Maksimović, age 44 – a police officer

Investigation

The authorities did not disclose the details and motives that led Borilović to commit the act, as of 13 August.[22] According to a Borilović's cousin, a motive for the shooting was unpaid rent.[13]

Vučko "Vuk" Borilović (Montenegrin: Вучко "Вук" Бориловић) was the perpetrator of the mass murder. He worked as a bartender in the Lovćen National Park for five years up to his death, and previously as the head of the environmental hygiene service.[25] Born on 21 November 1988 in Cetinje, SR Montenegro, SFR Yugoslavia, he finished a elementary school in his hometown and a high school in Belgrade, Serbia.[13][26] Borilović was a member of the local council of Social Democrats (SD) political party. He was married and had three minor children.[27]

Borilović was a recreational hunter who had a gun license for the hunting carbine he had used during the shooting.[28] He had no criminal record prior to the shooting.[12][13][29] Reportedly, Borilović had medical treatments in a psychiatric hospital in Kotor.[30][27] Supposedly, he should have gone to a physical examination at the Kotor Psychiatric Hospital on the day of shooting. Prior to that, fifteen days before the event he attacked his neighbor.[31]

Aftermath

Due to the declaration of a day of mourning, matches of the First and Second Leagues of Montenegro in football, as well as the holding of other sports events, were cancelled.[32] A planned visit by Patriarch Porfirije to Herceg Novi was also postponed.[33] On the occasion of the event, a commemorative session of the Municipal Parliament of the Old Royal Capital Cetinje is scheduled to held on 14 August.[34]

On 13 August, prosecutor Andrijana Nastić confirmed Kaluđerović's identity. Following reveal of his identity, citizens started celebrating him as a hero over social networks.[35] Kaluđerović was a godfather of Milan Mitrović, a victim killed by Borilović.[36] As of 13 August, Kaluđerović has not been arrested and it's unclear how his action will be classified.[15] Also, Kaluđerović has been on the run since the event.[37]

Kaluđerović has a history of legal issues. At first, Kaluđerović was suspected of the murder of Željko Jovanović on 13 August 2006. After more than two years on the run, Kaluđerović gave himself up to the judicial authorities of Montenegro in November 2008. In October 2010, the Higher Court in Podgorica sentenced Kaluđerović to 10 years in prison for the murder of Jovanović. After seven months, the Appellate Court of Montenegro returned the case to the first-instance court for a retrial in front of a completely changed judicial panel. He was released from custody then. In the end, Kaluđerović was acquitted of the charge of murdering Jovanović in October 2012.[38] Furthermore, Kaluđerović was arrested in September 2021 for committing the crime of terrorism, as he was a member of a group that tried to prevent the enthronement of Metropolitan Joanikije II of Montenegro.[39][37]

Reactions

President Milo Đukanović and Prime Minister Dritan Abazović both said the shooting "was an unprecedented tragedy".[40][41] Abazović subsequently declared a three-day mourning period.[10][19] Mayor of Cetinje Nikola Đurašković stated that he was "deeply shaken by the loss of innocent lives".[42] Zoran Brđanin, the director of the Montenegrin Police, said that "it is not known yet what prompted Borilović to such a heinous act".[3][21] Patriarch Porfirije and Metropolitan Joanikije II of Montenegro sent their condolences, as well as Crown Prince Nicholas of Montenegro.[43][44]

Multiple foreign leaders had expressed their condolences too, namely the President of Kosovo, Vjosa Osmani, Member of the Presidency of Bosnia and Herzegovina, Željko Komšić, President of North Macedonia, Stevo Pendarovski, and President of Serbia, Aleksandar Vučić.[45][46][47][48] In the name of the European Union, Vice-President of the European Commission Josep Borrell and MEP Tonino Picula had also expressed condolences.[49]
